Municipal Programs

The Municipal program is designed for municipal customers of any size on a commercial account to help with the purchase of energy efficient equipment as part of a new construction or renovation project, replacement of equipment that has reached its end of useful life or to replace less efficient existing equipment.


Prescriptive Incentives (New and Retrofit)

  • Chillers 
  • Compressed Air
  • Heating, Cooling, and Water Heating
  • HVAC 
  • Lighting
  • Motors
  • Variable Frequency Drive

Custom Incentives

Less common installations, not included on the prescriptive applications, may also qualify for incentives as Custom measures. Project cost and potential energy savings are quantified and evaluated through a benefit/cost model to determine eligibility for incentives.


Technical Assistance

Technical assistance by an outside engineering firm may be offered to any municipal customer when it is necessary to quantify the energy savings potential of a proposed project. Liberty will typically fund 50% of the cost.


Availability of Funding

In general, incentives for retrofit projects cover up to 35% of the project cost. New equipment and construction incentives cover up to 75% of the incremental cost for the most efficient options or buy down to a one year payback whichever is less. Incentives cover up to 100% of the incremental cost for efficient options utilized in school construction, expansion or major renovation. Pre-Approval is required prior to installation.

All incentives are subject to funding availability. Certain caps and restrictions apply. Once you receive an incentive approval, your incentive is fixed and the money is reserved for your project.


Free Energy Audits

Free audits are available to Municipal Customers to help you identify opportunities for improved energy efficiency.

Program applications are processed on a first come first serve basis. Rebates are limited and available to qualifying applications until the program budget is depleted.
