Understanding the Rate Change
On April 28, 2017 Liberty Utilities filed a request with the New Hampshire Public Utilities Commission to adjust our distribution rates. The process has concluded and the NHPUC has issued a ruling. As a result you will see several changes on your bill.
- The fixed Minimum Charge has changed
- The Distribution Charge has changed
- The Distribution Adjustment Charge has changed
- The Distribution Charge will remain constant for all residential customers regardless of usage. Previously natural gas customers were charged at one rate for usage below 20 therms in summer (100 in winter) and a different rate for usage above those amounts. Propane/Air customers in Keene were charged one rate for the first 80 therms, a different rate for the next 120 therms and a third rate for usage over 200 therms.
May 1st is also the start of our summer rate period. This means there is a new lower rate compared to winter, for Gas Supply. This rate will be in effect until October 31, 2018.

Sample Bill Impact:
Liberty Customers (Excluding Keene): A residential heating customer using an average 24 therms per month, will see a combined total decrease of $7.39 (-16.3%) compared to rates that went into effect July 1 of last year.
Liberty Utilities – Keene Customers*: A residential heating customer using an average 24 therms per month, will see a combined total increase of $1.40 (2.6%) compared to rates that went into effect July 1 of last year.
*Propane/Air customers in Keene now share the same rate structure as the Liberty Utilities Natural Gas customers. The only difference is the Gas Supply Charge. This is the cost of the fuel that we deliver to our customers. The cost of natural gas and the cost of propane/air are different. All other charges are the same.
